Section 109. The commissioner may temporarily suspend the operation of an effective marketing order or agreement for a continuing period of not longer than one growing and marketing season, found by the commissioner after due notice and an opportunity for a hearing to be unnecessary during such season to fulfill the policy and purposes of said sections one hundred and two through one hundred and fifteen.
