The secretary shall be a veteran, as defined in clause Forty-third of section 7 of chapter 4 and shall assist and advise veterans' agents in the performance of their duties, investigate, so far as the interests of the commonwealth require, all payments of veterans' benefits, prepare papers and expedite the adjudication of claims, assist claimants in proving their cases, keep a record of work done in his office, and make an annual report.[ First paragraph as amended by 2024, 178, Secs. 60 and 63 effective August 8, 2024.
