Section 22. Whoever obtains or attempts to obtain registration under section sixteen by any fraudulent means, or violates any provision of section fourteen, shall, except as provided in section sixty-five, be punished by a fine of not less than one hundred nor more than five hundred dollars or by imprisonment for not less than three months nor more than one year, or both. Whoever violates any provision of the preceding section shall be punished by a fine of not less than three nor more than twenty dollars.
