The members of supervisory boards are the agents of the parish governing authority in all matters pertaining to road construction in their respective districts. During road construction, the supervisors shall meet every week. The supervisory board may, after the road bond or tax is voted, provide the specifications under the terms of this Part for road construction, call for bids, let the contract for road construction, and supervise the construction of the roads in the district. During construction the supervisors shall, with the concurrence of the parish governing authority, approve all estimates of work before they are paid by the governing body of the district.
