No district shall be created under the provisions of this Part until the notice prescribed in this Section has been given. Parish governing authorities may give this notice upon their own initiative. They shall give the notice when requested so to do by the petition in writing of one-fourth of the property taxpayers residing within the proposed district. Notice of intention to create a road district or sub-road district shall be ordered by resolution which shall state the territory the district is proposed to be composed of, and the proposed boundaries thereof. This notice shall embrace substantially all matters required to be set forth in the resolution ordering it and shall set forth further that the parish governing authority ordering it will, in open session, on a date and at an hour a
