§2406. Comprehensive state plan for child abuse prevention A. The board shall make recommendations to the cabinet regarding the comprehensive state plan for child abuse prevention programs. B. The cabinet shall transmit the comprehensive state plan for child abuse prevention programs funded through the Children's Trust Dedicated Fund Account to the governor, the president of the Senate, and the speaker of the House of Representatives every five years beginning on January 1, 2018, and shall review the plan for necessary changes annually. C. The plan shall include but not be limited to the following:

(1)An analysis of service and program needs.
(2)Specific proposals for plan implementation, including efficient use of the Children's Trust Dedicated Fund Account staff, funds, and resources o
