§2608. Enumerated powers In order to accomplish the purposes of the district and to secure the best results from the construction, operation and maintenance of the works and improvements of the district and to prevent damage to the property of the district, the board of commissioners may make such rules and regulations as it shall deem advisable to:
(1)Protect and preserve the works, machinery, improvements and property owned or controlled by the district and to prescribe the manner of their use;
(2)Prescribe the manner of buildings, bridges, roads, fences or other works in, along or across any channel, reservoir or other construction of the district;
