A.The authority shall be governed by a board consisting of fifteen members. The number of board members allotted to each parish shall be based on that parish's population compared to the total population for all parishes using the most recent federal census data available. The board member for a parish shall be appointed by the chief executive officer of the parish subject to confirmation by the governing authority of that parish. After confirmation, the board member shall serve at the pleasure of the chief executive officer. One member of the board shall be appointed by the Regional Planning Commission and shall serve at the pleasure of the chief executive officer of the appointing body.
