§1502. Affordable, reliable, and clean energy security
A. The Department of Conservation and Energy shall work with the Public Service
Commission and Louisiana Economic Development to prioritize affordable, reliable, and
clean energy security within the state of Louisiana by:
(1)Ensuring that, except as to nuclear resources and generation, the state prioritizes
fuel sources primarily produced domestically within the United States.
(2)Minimizing reliance on foreign nations for critical materials or manufacturing
by prioritizing infrastructure necessary to deliver energy to Louisiana customers.
(3)Ensuring Louisiana has a sufficient supply of renewable energy production
sources, as provided in 42 U.S.C. 15852(b), to satisfy the demand for the state's business and
industry.

A. The Department of Conservation and Energy shall work with the Public Service

(3) Ensuring Louisiana has a sufficient supply of renewable energy production
sources, as provided in 42 U.S.C. 15852(b), to satisfy the demand for the state's business and
industry.
B. Energy sources shall:
(1) Be affordable.
(2) Be reliable.
(3) Deliver cost savings to residential and commercial customers relative to energy
sources as listed in 42 U.S.C. 15852(b) based on the average cost per unit of energy output
calculated to exclude any direct or indirect payment by any level of government for the past
five years. This Section does not apply to advanced nuclear resources or advanced nuclear
generation.
(4) Be dispatchable.
(5) Use energy generated by hydrocarbons as a resource.
C.(1) Reliable energy sources shall meet all of the following criteria:
(a) Be dispatchable to meet the demands of residential and commercial customers
at all times of day and during all seasons of the year with minimal interruptions during high
usage periods.
(b) Include energy generated by hydrocarbons.
(2) Energy resources used for power generation shall:
(a) Enable a stable energy grid that:
(i) Has a continuously dispatchable electricity output.
(ii) Has the capability to increase or decrease electricity generation within a
reasonable period of time to stabilize the electrical grid.
(b) Complement the balance of energy resources on the electrical grid in such a way
as to optimize the balance of energy resources with respect to the needs of the grid.
D.(1) Green energy is any energy generated by utilizing those energy sources listed
in 42 U.S.C. 15852(b) or hydrocarbons which, when combusted for the purpose of electricity
generation meet the National Ambient Air Quality Standards set by the United States
Environmental Protection Agency under the authority of the Clean Air Act, and shall include:
(a) Energy generated by nuclear reactors.
(b) Energy generated using natural gas.
(2) Green energy as defined in this Subsection shall be applicable to all state
programs that fund "green energy" or "clean energy" initiatives.
