§3382. Definitions As used in this Part, the following terms shall have the following meanings ascribed to them:
(1)"Least toxic method" means an integral part of an integrated pest management
plan and is a combination of common sense practices that use current, comprehensive
information on the life cycles of pests and their interactions with the environment, in
combination with available pest control methods used to manage pest damage by the most
economical means with the least possible hazard to people, property, and the environment.
(2)"Pest" means any insect, rodent, nematode, fungus, weed, or any other form of
terrestrial or aquatic plant or animal life or virus, bacteria, or other microorganism in living
humans or other living animals, which the commissioner declares to be a pest,
