§606. Temporary certificate of authority A. When considering a person's application for a license to conduct sports wagering or a permit as a sports wagering platform provider or service provider, the board may issue to the person a temporary certificate of authority to conduct business pursuant to this Chapter if all of the following apply:

(1)The person has filed with the board a completed application, including all fees.
(2)The person has substantially demonstrated to the satisfaction of the board that the person meets the requirements of this Chapter, the board's rules, including emergency rules, and the board's or division's orders.
(3)The person applying for a permit as a sports wagering platform provider or service provider holds a gaming license or permit for similar activity in
