§31. State voter registration computer system; parish computer system A.
(1)The secretary of state shall establish a state voter registration computer system
for the registration of voters throughout the state in accordance with the provisions of this
Title.
(2)The secretary of state shall prepare a minimum of one hour of training on
cybersecurity for all persons who have user credentials to access the computer network
operated or managed by the secretary of state. The secretary of state shall require each such
person to complete this training annually in order to maintain credentialed access to the
computer network.
B. The secretary of state shall adopt rules and regulations with respect to all records,
data, and information required for registration of voters and the transfer of copies
