(a)A member of the commission may introduce
a proposed draft of an ordinance at a meeting of the commission. A
person who introduces a proposed draft of an ordinance shall provide
at the time of introduction a written copy of the proposed draft. The
commission shall assign to each proposed draft of an ordinance a
distinguishing number, and the date when introduced.
(b)Not more than seven (7) days after the introduction of a
proposed draft of an ordinance nor less than seven (7) days before the
final passage of a proposed draft of an ordinance, the commission shall
publish a notice that the proposed ordinance is pending final action by
the commission. The notice shall be published one (1) time in each of
two (2) daily newspapers which have a general circulation in the
