Text

If, in the opinion of the commissioner, no satisfactory proposal has been received, the commissioner may do the following:

(1)Purchase the necessary material and equipment.
(2)Employ the necessary labor.
(3)Perform the work of constructing, improving, or maintaining the highway or highways.
