(a)To prevent unnecessary expense and
duplication of functions, and to promote uniform and effective
administration of relocation assistance programs for displaced persons
under this chapter, an agency required by this chapter to make
relocation payments to displaced persons or to establish relocation
assistance advisory programs may enter into contract with an
individual, firm, limited liability company, or corporation for services
in connection with the programs, or may carry out its functions under
this chapter through any federal, state, or local governmental agency or
instrumentality having an established organization for conducting
relocation assistance programs. The contract may delegate authority to
make a determination required to be made by the agency head with
