5. Port authorities created in a county having a population of more than four hundred thousand (400,000) and less than seven hundred thousand (700,000), shall have all the powers of port authorities provided under section 8 of this chapter except the power to exercise eminent domain as provided in section 8(a)(7) of this chapter in any city having a population of:
(1)more than seventy-five thousand (75,000) and less than
seventy-nine thousand (79,000); or
(2)more than twenty-six thousand (26,000) and less than
twenty-eight thousand (28,000).
