Text
Whenever a municipality operates an electric
utility that provides service outside the corporate boundaries of the
municipality, the charges for service outside the corporate boundaries
may not differ from the charges for service inside the corporate
boundaries unless the utility clearly demonstrates significant cost
factors that make different charges nondiscriminatory, reasonable, and
just.
