The commission may delegate to staff the
authority to grant requests for numbering resources submitted through
the safety valve process established by the Federal Communications
Commission as provided In the Matter of Numbering Resource
Optimization: Implementation of the Local Competition Provisions of
the Telecommunications Act of 1996, 17 FCC Rcd 252 (FCC 01-362,
2001). An action taken by commission staff under this section is
appealable to the commission.
