Remedies. Any holder of bonds issued under
the provisions of this chapter or any of the bond coupons, and the
trustee under any trust agreements, except to the extent that his rights
are restricted by the trust agreement or the resolution authorizing the
issuance of the bonds, may, (a) either at law or in equity, by suit,
action, or other proceeding, protect and enforce any and all rights under
the laws of the state or, to the extent permitted by law, under the trust
agreement or resolution authorizing the issuance of the bonds or under
any agreement or other contract executed by the municipality or joint
agency pursuant to this chapter, and (b) may enforce and compel the
performance of all duties required by this chapter or by the trust
agreement or resolution to be performed by any munic
