5.Any public utility within this state
organized for the conveyance of messages by telegraph may issue
stocks, bonds, commercial paper, or other evidences of indebtedness
without the approval of the commission. Such a public utility is exempt
from the provisions of sections 76, 77, 78, 79, and 80 of this chapter.
