Text

Upon a complaint made against any corporation by:

(1)any mercantile, agricultural, or manufacturing society;
(2)any body politic or municipal organization;
(3)ten (10) or more persons, firms, corporations, limited liability companies, or associations;
(4)ten (10) or more complainants of any or all of the classes described in subdivision (3); or
(5)any public utility or corporation; that any of the rates, tolls, charges, schedules, or joint rates (with which the petitioner is directly interested) are in any respect unreasonable or unjustly discriminatory, or that any regulation, measurement, practice, or act affecting or relating to the service of a corporation is in any respect unreasonable, unsafe, insufficient, or unjustly discriminatory, or that any service is inadequate or cannot
