The provisions of IC 6-1.1-17 and IC 6-1.1-18 shall not apply to the board of directors created by this
chapter, but such board of directors shall annually, on or before the
thirty-first day of December, furnish to the city controller an estimate
of the moneys to be expended by them for the succeeding calendar
year.
