6. As used in this chapter, "challenge" means notice that:
(1)is provided to the office by an eligible broadband service
provider under the process established by the office under section
8.5 of this chapter; and
(2)asserts that minimum broadband Internet is already deployed
at a specific address with respect to which another eligible
broadband service provider has submitted a letter of intent under
the process established by the office under section 8.5 of this
chapter.
