In addition to the other requirements of this chapter, an applicant for a license to serve in the capacity of judge must satisfy the commission that the applicant possesses the necessary mental and physical qualifications, including:
(1)temperament;
(2)experience and knowledge of the horse racing industry and of
the duties of racing officials; and
(3)other factors that the commission considers relevant.
