5.
(a)Before the twenty-fifth day of the
month, the state comptroller shall transfer from the lottery surplus fund
to the state general fund motor vehicle excise tax replacement account
nineteen million seven hundred one thousand three hundred forty-four
dollars ($19,701,344) per month.
(b)This subsection applies only if insufficient money is available in
the lottery surplus fund to make the distributions to the state general
fund motor vehicle excise tax replacement account that are required
under subsection (a). Before the twenty-fifth day of each month, the
state comptroller shall transfer from the state general fund to the state
general fund motor vehicle excise tax replacement account the
difference between:
(1)the amount that subsection (a) requires the state comptroller
