5.
(a)The right of a person to a prize is
assignable if the prize is paid by the commission in installments over
time.
(b)A prize described in subsection (a) may be assigned, in whole or
in part, if the assignment is made to a person or entity approved by a
court based on a petition filed under IC 34-28-9.2.
(c)A prize payment may not be assigned to more than three (3)
individuals or entities and a prize winner may not initiate more than
three (3) assignment transactions in any single year.
(d)If more than one (1) person owns a prize payment, any
assignment of the prize payment or payments must be made by each of
the individuals who own the prize payment or payments.
(e)A prize payment or payments cannot be assigned until all debts
listed in section 11 of this chapter are satisfied.
