The state library shall conduct research in appropriate areas of library activity and survey and study the library community in Indiana, including all types of libraries in Indiana, on a continual basis for the purpose of:
(1)collecting pertinent statistics and other information;
(2)assessing the condition and capacity of existing library
facilities, resources, and services;
(3)defining the needs of society which are the responsibility of
libraries to meet;
(4)evaluating library performance in relation to these needs; and
(5)preparing recommendations and plans which will develop and
strengthen library service in Indiana.
