(a)The state library publications fund is
established as a dedicated fund to be administered by the state library.
The monies in the fund may be expended by the director of the state
library exclusively for the purchase of records of communication in any
form or on any substance whatsoever and for the purchase of other
library materials.
(b)The proceeds from the sale of items as directed by law or by the
director of the state library, from gifts of money or the proceeds from
the sale of gifts donated to the fund, from fines or other monetary
penalties, and from investment earnings from any portion of the fund,
shall be deposited in the state library publications fund.
(c)All monies accruing to the state library publications fund are
