Text
An agency may grant procedural rights to
persons in addition to those conferred by this article so long as the
rights conferred upon other persons by any law are not substantially
prejudiced. The agency may adopt rules, under IC 4-22-2, concerning
the nature and requirements of all procedures for requesting a
proceeding or engaging in a proceeding, so long as the rules are not
inconsistent with this article.
