6.A salary agreement, salary adjustment, or
compensation plan for the personnel of any state agency is not valid
unless approved by the state budget agency, except where the amount
of compensation or salary is expressly fixed or provided for by law.
Schedules of salary ranges showing the current salaries of the
employees of all state agencies shall be filed in the office of the
director of the state budget agency.
