(a)The budget director may determine on or after July 1 of each fiscal year the costs of operating, during the preceding fiscal year, the office of the state comptroller, the office of attorney general, the office of the treasurer of state, the department of administration, the budget agency and any other state agency that the budget director determines is attributable to the operations of other state agencies. The budget director shall establish a formula to determine those costs.
(b)When the budget director has determined the total attributable amount of those costs for each of the state agencies, the budget director shall certify those amounts to the state comptroller and shall transmit a duplicate of the certification to the treasurer of state.
