(a)The study required by section 3 of this
chapter must be concluded before January 1, 1996.
(b)At the conclusion of the study the commissioner shall prepare a
report setting forth the results of the study. The commissioner shall:
(1)present the report to:
(A)the governor; and
(B)the general assembly; and
(2)make copies of the report available to the public.
