5.
(a)"Scrap metal processor", for
purposes of this chapter, means a private, commercial, or governmental
enterprise:
(1)that has facilities for processing iron, steel, or nonferrous
scrap; and
(2)whose principal product is scrap iron, scrap steel, or
nonferrous scrap for sale for remelting purposes.
(b)The term does not include a steel mill.
