2. "Motor vehicle manufacturer", for purposes of this chapter, means a person that is engaged in the business of manufacturing or assembling new motor vehicles for sale to any of the following:
(1)Dealers.
(2)Wholesale dealers.
(3)Distributors.
(4)The general public.
