Whenever a statute or rule designates a board,
bureau, commission, division, department, officer, agency, authority,
or instrumentality of state government, or a political subdivision and
the name is incorrectly stated, on the effective date of the statute or
rule, or following the effective date, the rights, powers, duties, or
liabilities placed with the board, bureau, commission, division,
department, officer, agency, authority, or instrumentality were
transferred to a different board, bureau, commission, division,
department, officer, agency, authority, or instrumentality, then the
named board, bureau, commission, division, department, officer,
agency, authority, or instrumentality, whether correctly named in the
