As used in this Act, except with respect to the acquisition or damaging of property authorized under the O'Hare Modernization Act: "Acquisition of property", unless the context otherwise requires, includes the acquisition, damaging, or use of property or any right to or interest in property. "Blighted area", "blight", and "blighted" have the same meanings as under the applicable statute authorizing the condemning authority to exercise the power of eminent domain or, if those terms have no defined meaning under the applicable statute, then the same meanings as under Section 11-74.4-3 of the Illinois Municipal Code. "Condemning authority" means the State or any unit of local government, school district, or other entity authorized to exercise the power of eminent domain.
