Text
This Act shall be deemed to be a general law, complete in itself and distinct and separate from any prior law. The provisions of this Act shall be liberally construed. Nothing contained in this Act shall be held to constitute a contract between the State and any municipal corporation organized hereunder, or to prevent the alteration, amendment or repeal of this Act, or of any amendment thereof, at any time hereafter. The provisions of this Act shall not be considered as impairing, altering, modifying, repealing or superseding any of the jurisdiction or powers of the Illinois Commerce Commission.
