In this Division 3, the following terms have the meaning ascribed to them unless the context indicates otherwise: "Municipality" means any city, village, or incorporated town. "Attorney" means the attorney employed by the municipality to furnish the necessary legal services in connection with any local improvement to be constructed under this Division 3. "Engineer" means the engineer employed by the municipality to prepare the necessary plans, estimates, and specifications, and supervise construction of any local improvement to be constructed under this Division 3. "Assessed valuation" means the value of the property as shown on the tax collectors' record for the last year in which taxes were levied.
