The General Assembly finds that exposure to chronic firearm violence qualifies for emergency rulemaking under Section 5-45 of the Illinois Administrative Procedure Act because exposure to chronic firearm violence is a situation that reasonably constitutes a threat to public interest, safety, and welfare. The Department of Healthcare and Family Services and the Office of Firearm Violence Prevention shall have rulemaking authority, including emergency rulemaking authority, as is necessary to implement all elements of this Act.
