(a)(Blank.) (b) Not later than December 1, 1990, the Pollution Control Board shall, pursuant to Title VII of the Act, adopt regulations that establish standards and criteria for classifying special wastes according to the degree of hazard or an alternative method.
(c)The Board shall adopt regulations by December 1, 1990, establishing the standards and criteria by which the Agency may determine upon written request by any person that a waste or class of waste is not special waste.
(d)(Blank.) (e) (Blank.) (f) The determinations to be made under subsection (c) of this Section shall not apply to hazardous waste.
