§ 13-302

(Section scheduled to be repealed on January 1, 2030) Sec. 13-302. (a) No telecommunications carrier shall implement a local measured service calling plan which does not include one of the following elements: (1) the residential customer has the option of a flat rate local calling service under which local calls are not charged for frequency or duration; or (2) residential calls to points within an untimed calling zone approved by the Commission are not charged for duration; or (3) a low income residential Universal Service Assistance Program, which meets criteria set forth by the Commission, is available. (b) In formulating the criteria for the low income residential Universal Service Assistance Program referred to in paragraph (3) of subsection (a), the Commission shall consider the desirability of various alternatives, including a reduction of the access line charge or connection charge for eligible customers. (c) For local measured service plans implemented prior to the effective date of this amendatory Act of 1987 which do not contain one of the elements specified in paragraph (1) or (2) of subsection (a) of this Section, the Commission shall order the telecommunications carrier having such a plan to include one of the elements specified in paragraph (1) or (2) of subsection (a) of this Section by January 1, 1989.
