(Section scheduled to be repealed on January 1, 2030) Sec. 13-203. Telecommunications service. "Telecommunications service" means the provision or offering for rent, sale or lease, or in exchange for other value received, of the transmittal of information, by means of electromagnetic, including light, transmission with or without benefit of any closed transmission medium, including all instrumentalities, facilities, apparatus, and services (including the collection, storage, forwarding, switching, and delivery of such information) used to provide such transmission and also includes access and interconnection arrangements and services. "Telecommunications service" does not include, however:

(a)the rent, sale, or lease, or exchange for other value received, of customer premises equipment ex
