(a)In addition to payments already required by law, the Department of Healthcare and Family Services shall make payments to facilities licensed under this Act in the amount of $29.43 per licensed bed, per day, for the period beginning June 1, 2014 and ending June 30, 2014.

(b)For the purpose of incentivizing reduced room occupancy and notwithstanding any provision of law to the contrary, the Medicaid rates for specialized mental health rehabilitation facilities effective on July 1, 2022 must be equal to the rates in effect for specialized mental health rehabilitation facilities on June 30, 2022, increased by 5.0%. This rate shall be in effect from July 1, 2022 through June 30, 2024. After June 30, 2024, this rate shall remain in effect only for any occupied bed that is in a room with no
