(1)There is hereby established in the division of occupational and professional licenses a state board of podiatry to be composed of five (5) members to be appointed by the governor in the manner hereinafter set forth. Four (4) members shall be podiatrists, duly licensed under the laws of the state of Idaho, and who have been continuously engaged in the practice of podiatry for a period of not less than five (5) years prior to their appointment. The fifth member of the board shall be a layman, and resident of the state of Idaho for a period of not less than five (5) years prior to his appointment.
