1. Issuance and service. a. If the attorney general, or a designee, for the purposes of this section, has reason to believethatanypersonmaybeinpossession,custody,orcontrolofanydocumentarymaterial orinformationrelevanttoafalseclaimslawinvestigation, theattorneygeneral, oradesignee, may, before commencing a civil proceeding under section 685.3, subsection 1, or other false claimslaw,ormakinganelectionundersection685.3,subsection2,issueinwritingandcause to be served upon such person, a civil investigative demand requiring any of the following of such person:

(1)To produce such documentary material for inspection and copying.
(2)To answer in writing, written interrogatories with respect to such documentary material or information.
(3)To give oral testimony concerning such documentary materi
