Text
The superintendent is hereby authorized and empowered to adopt such reasonable and
relevant rules pursuant to chapter 17A as may be necessary for the execution and the
enforcement of the provisions of this chapter. Rules adopted shall be in addition to and not
inconsistent with the requirements of this chapter.
