No person except those acting under the authority of the director shall capture or take, or attempttocaptureortake,anygamebirdwithanytrap,snare,ornet,norshallanypersonuse §481A.58, WILDLIFE CONSERVATION 20 anypoison, anymedicatedorpoisonedfood, oranyothersubstanceforthekilling, capturing, or taking of any game bird or animal.
