Apersonwhoviolatesthepermitrequirementofsection456B.13issubjecttoacivilpenalty
ofnotmorethanfivehundreddollarsforeachdaythattheviolationcontinues. Acivilpenalty
assessed under this section shall not apply until the fourth day after a violator is given written
notification of the violation.
