Text
Notwithstanding provisions of chapter 321 or 321L that grant sole authority to the
department for the issuance of driver’s licenses, nonoperator’s identification cards, and
persons with disabilities identification devices, certain counties shall be authorized to
issue driver’s licenses, nonoperator’s identification cards, and persons with disabilities
identification devices, according to the requirements of this chapter.
