1.The department and issuing counties shall use their best good faith efforts to work in
cooperation in implementing and maintaining an effective system of county issuance.
5 COUNTY ISSUANCE OF DRIVER’S LICENSES, §321M.11
2.The department and all persons involved with administration of this chapter,
department procedures, and related administrative rules shall use their best good faith
efforts to ensure that the application of the laws, rules, and procedures related to county
issuance shall not be used to impede county issuance.
